The NBA could announce by the end of the month that it has granted a Developmental League franchise to Des Moines, according to an investor in the potential ownership group. Des Moines attorney Jerry Crawford said that NBA commissioner David Stern might tip his hand” about plans to place a team in Des Moines during this weekend’s All-Star Game festivities.
